The movie is called V for Vendetta (2005)
and no, I don't think it could happen like the US. Serious change like V demonstrated would take a hundred years or so of evolving and revolutionizing the way we live. It's like asking for world peace... it's impossible because the fact is that guns exist now. You can't just take them all away at once, for a country this size it would take a lot of time.
Besides the fact that V urged his fellow citizens to rise up against tyranny and oppression - this does not exist widespread in the United States. It is a democratic department exercising freedom since 1776. As well as when V ignited his revolution when he detonated two London landmarks and takes over the government-controlled airwaves - I don't think there was a strong following of Americans yearning to help Al Qaeda after they hit and demolished the World Trade Center twin towers in 2001.
If you're interested in a different way of living, or something drastic, take a look at the election polls. In January of 2009 a new president will take George W. Bushes and run the country differently.
